About The Proposal Support Toolbox
The Office of Research Development maintains a Proposal Support Toolbox, designed to assist faculty in their proposal document preparation. The toolbox is accessible to all with a uml.edu or student.uml.edu email address and contains:
- Templates by Agency: suggested outlines for proposal documents common to several large federal funding agencies, such as the National Science Foundation (NSF), National Institutes of Health (NIH), and Department of Energy (DOE).
- UMass Lowell Boilerplate: language on UMass Lowell (UML) as an institution, including the university’s mission, background, recent diversity-related initiatives, available support services for researchers, and descriptions of common research facilities.
- Capabilities statements: documents created to highlight UMass Lowell’s research strengths in specific areas of interest to several funders, including the Air Force Research Laboratory (AFRL) and National Aeronautics and Space Administration (NASA).

These documents are designed to serve as a starting point and will need to be edited to align with your project and solicitation requirements. They DO NOT replace the detailed information available within the published agency guidelines (for example the NSF Proposal and Award Policies and Procedures Guide [PAPPG] or the NIH Standard Form 424 [SF424]), the relevant funding opportunity announcement, or the funding agency’s forms, instructions, or review criteria. Please review the funding opportunity to ensure alignment.
