Parking Policy for Faculty and Staff

UMass Lowell continues to grow in size and reputation, and managing parking inventory is essential in maintaining a fair and equitable system is critical.

The university's Parking Committee, comprised of representatives from a cross-section of campus, carefully considered and adopted a number of policy change recommendations for the 2025-2026 academic year.

Summary of Policy Changes

  • The electric vehicle (EV) charging rates at UMass Lowell ChargePoint stations will change from $0.2055 to $0.2104 per kilowatt hour (kWh) on July 1, 2025. For vehicles receiving full output from a level-2 charger, this rate will amount to approximately $1.39 per hour. This per kWh rate is determined by the annual assessment of the university's utility costs, and all revenue collected from the stations is used to reimburse UMass Lowell utility accounts for electricity use.

  • Starting July 1, overstay fees will be implemented to help ensure electric vehicle (EV) charging stations remain accessible to all community members. Vehicles that remain parked in an EV charging space more than one hour after reaching a full charge will be subject to a $4 per hour overstay fee. While a vehicle is actively charging, and for up to one hour after charging is complete, only the standard per-kWh rate will apply.

  • New pre-tax payroll deduction for Part-Time Staff – Effective for September 1, 2025. Beginning August 1, 2025, the University will transition part-time staff from full pre-payment to payroll deduction for parking permits. Seasonal Part-Time Staff (those who work only during the academic semesters) will now pay the same amount or slightly less than current rates, with the added benefit of pre-tax payroll deduction. Year-Round Part-Time Staff will see an increase in cost but will also benefit from pre-tax payroll deduction.

Parking Rates for the 2025-2026 academic year are as follows:

  • Cabinet Parking - $1400 / year
  • University Crossing Preferred - $700 / year
  • Wannalancit Business Center Preferred East Courtyard - $700 / year
  • Graduate and Professional Studies (GPS) Center Preferred - $700 / year
  • Wannalancit Business Center Preferred Tremont - $600 / year
  • Department Chairs - $450* / year
  • Benefited Faculty and Staff - $450* / year
  • Adjunct Faculty - $75 / semester
  • Non-Benefited Staff - $225 / year

*Actual rate may vary based on your union’s collective bargaining agreement. Payroll deduction will be adjusted based on your affiliation.

The above employees and adjunct faculty are required to enroll in a pre-tax payroll deduction. This is deducted each pay period that the faculty or staff member is paid.
