Planning works with both the university administration and other state agencies to develop the university's capital plans, as well as efficient and effective capital projects.

Capital Planning

Planning collaborates with and supports the university’s Financial Services Office in developing the university’s capital plans, which are submitted to the University of Massachusetts Office of the President Budget Office.

The President's Budget Office manages the review and approval processes for capital projects funded from government sources, debt, or operating funds. It serves as a central point of coordination for the Commonwealth, the University’s five campuses (including UMass Lowell) and the University's Board of Trustees on issues related to the development, coordination, and funding of capital improvement projects.

Study and Schematic Design Stages

The Planning group also represents the university’s interests during the study and schematic design stages of capital projects, often in coordination with representatives from the Massachusetts Division of Capital Asset Management and Maintenance (DCAMM) and the University of Massachusetts Building Authority (UMBA). Planning's role has a focus on defining programmatic requirements and guiding the early stages of the design process to achieve project objectives as efficiently and effectively as possible.

The study and schematic design stages may involve identifying space needs, setting project scope, conducting preliminary test fits, and coordinating consultants. Capital projects can range from new construction to major renovation/renewal of existing campus buildings.
