Swearing-In Ceremony Will be New Sheriff’s First for an Outside Agency

WHAT:  Middlesex County Sheriff Peter J. Koutoujian will swear in seven UMass Lowell police officers as deputies in a ceremony at the university. The ceremony will be the first Koutoujian has held to swear in deputies from an outside agency since he was appointed sheriff in January by Gov. Deval Patrick.

As sheriff’s deputies, the UMass Lowell police personnel will have expanded law enforcement powers. This will allow them to provide mutual aid in Lowell and surrounding communities in response to other departments’ requests. They will also be able to take action in emergency situations as they arise on city streets when the officers are traveling between the university’s North, South and East campuses, according to UMass Lowell Police Chief Randy Brashears.

In addition to Koutoujian, UMass Lowell Chancellor Marty Meehan will offer remarks at the ceremony. Also expected to attend are Brashears and other representatives of the UMass Lowell Police Department; firefighters from the Lowell Fire Department; rangers from the Lowell National Historical Park; and members of the UMass Lowell officers’ families.

Koutoujian, a former state legislator and Middlesex County prosecutor, has led statewide efforts on victims’ rights and suicide prevention. He has taught law and political science courses and served as a guest lecturer at several Massachusetts colleges and universities. He holds a bachelor of science in psychology from Bridgewater State College, a law degree from the New England School of Law and a master’s degree in public affairs from Harvard University’s John F. Kennedy School of Government.
